It was at a dock with water pressure.

Sure solved the problem, but yes, you need a a water supply.

Had an egret that liked to roost and leave unsavory puddles on my foredeck.

Cured him of that habit with this:

...AND my boat got an occasional rinse with fresh water.

I have had no more problems with gulls and cormorants since I got this: https://gullsgottago.com/.  A fisherman in Port Jefferson suggested it to me. I was skeptical, but desperate so I ordered one and  the birds have stayed away.

You have mentioned all the ones I have used or seen used with success. What about a cords with streamers every 6 inches along and above the boom to the stem head? Maybe another along the uppers to the stem head about a foot off the deck. If it works let me know.
