One More Replacement of “Snaphook”
with “Hank”

Rationale:
In a recent rule change, a terminology update replaced the word “snaphook” with the more modern word “hank” in all but one location in the rules. (Due to oversight.)
This rule change addresses that final use of the word “snaphook”, and also prohibits the use of a jib fitted with a luff tape outside of its head foil.
Current Rule:
Part II 9. D. Loose luff designs (as defined without snaphooks attached and fastened to the forestay) are prohibited on all jibs. A sail with the cloth bound to the luff wire at the head and tack only shall not be considered a loose luff sail. Taped and glued seams in conjunction with stitching are permissible providing the construction does not violate the above.
